There is a new release of Xero4PowerBI that simplifies Budget reporting, we were having an issue with multiple budgets and this has been resolved by only using the default 'Overall' budget. Category tracking budgets will be scheduled for a later release. This update will be transparent and will download if you would like to upgrade.
